Who is the strongest jonin?
Undoubtedly, the strongest Jonin in the story was Might Guy. Just like Lee, Guy was a specialist at taijutsu and he demonstrated this on several occasions throughout Naruto. By merely tapping into the 7th Gate, he could defeat a shinobi as strong as Kisame in a single blow.

Just like Naruto, Sasuke Uchiha never got another shot at the Chunin Exams and thus never progressed past the rank. Even though he's stronger than any of the Kage, excluding Naruto, Sasuke is still a Genin. His skill alone puts him way above the rank of a Jonin.
Hinata Hyuga was a Chunin during the second part of Naruto and by the time of the Fourth Great Ninja War, she was just as capable as some of the strongest Jonin in the story. Unfortunately, after the war, Hinata stopped engaging in shinobi missions as she got married to Naruto Uzumaki.

8/8 Neji Hyuga Was The First To Become A Jonin
Despite his defeat at the hands of Naruto, Neji used this experience to work on his weaknesses and become a better ninja. His elite skill combined with a keen intellect meant Neji was the first of the Konoha 11 to reach the rank of Jonin.
Undoubtedly the strongest member of the Konoha ANBU, Itachi Uchiha was a prodigy who proved himself wherever he went. The ANBU was no different, where he rose to the rank of a Squad Captain at the shocking age of 13!
Officially in the manga and databooks, Jiraiya has no rank. The Naruto anime, however, gives mention to his rank -- in Shippūden episode 235, Jiraiya is classified as a Jōnin.
Surprisingly, Iruka never reached jonin even though he'd been teaching genin for several years. His best skills are focused entirely on genjutsu, with him possessing the ability to use Fire, Water, and Yin release chakra.
Is Boruto a jonin?
He has since become a Jonin who leads his own team of young shinobi looking to ascend through the ranks.
Short answer: No. Long answer: Some of the characters who became Jonin were Neji [deceased], Sakura, Shikamaru and Lee. Some characters who stayed Chunin were Kiba, Tenten, Choji and Ino along with Hinata.
