Who was the first Kage ever?
The first person to get the title of Kage was none other than the leader of the Senju clan and the man responsible for creating Konohagakure, Hashirama Senju. It wasn't long after the formation of the village that Hashirama received this title.

She has a late birthday, making her the youngest in the Konoha 11. Hinata was 16 at the end of the war and became 17 a couple of months after. She married Naruto while she was 19, seemingly gave birth to Boruto about a year later when she was 20, and 22 when she had Himawari.
2/11 Rasa. The Fourth Kazekage of Sunagakure and also the father of Gaara, Rasa is easily among the weakest Kage in the story.

All things considered, Tsunade Senju is certainly the weakest Hokage age in the Naruto series as not only is she the weakest of all the Sannin but is also way beyond her best days during her time as the Hokage.
Throughout the first part of the show, Kakashi is between 26 and 27 years old, while he goes from 29 to 31 years old in the second anime series.
Given that Naruto celebrated his seventeenth birthday during that time, it's presumed that he is around thirty-two years old at the beginning of Boruto: Naruto Next Generations.

Third Hoshikage. Though the Hoshikage isn't recognized by the five great Shinobi Countries, they are organized and have a rich enough history to deserve mention. However, the Third Hoshikage is, by far, the weakest Kage.

Who is the 5th raikage in Boruto?
After the Fourth Ninja War, Darui became the Fifth Raikage of the Hidden Lightning Village. Since the war, the kage would gather more information on Kaguya Otsutsuki and would attend meetings with other kage about any new information regarding Kaguya or any threats out there on her level.
Sakura is stronger than Tsunade Senju, the Fifth Hokage of Konohagakure, making her a Kage-level ninja. At her best, she proved herself to be strong enough to survive against Madara Uchiha and even land a blow on Kaguya Otsutsuki.
